j.foucher 3da0696c23 Add build-installer.bat at repo root for one-click installer build ...

Wraps installer/build-installer.ps1 with -NoProfile and -ExecutionPolicy
Bypass so a double-click works without PowerShell config tweaks. Pauses
at the end so the user sees the ISCC output even when launched from
Explorer. Forwards %* for `-ISCC <path>` overrides.
